I don't recall having decided that, but I do remember that it was
suggested, that the decision of keynote speakers be left to the
programme committee rather than be put to a general vote, in order to be
done with the process earlier. As long as anyone can suggest speakers, I
am not opposed to such an arrangement, but I don't remember deciding
that either... :)
