When working on simplifying the top-level categories of the wiki today
Ljo and me realized that it might make sense to apply the same
simplification to the list of committees. The rational is that providing
a less overwhelming list should make it easier for new people to get
started and there wouldn't be any committee without members anymore.

We are thinking to suggest the following list of committee for next year
at the yearly meeting: budget, documentation & evaluation, logistics,
program, promotion, tech

Here is a summary of the suggested mergings:

- - Web & infrastructure + hardware become the tech committee
- - Policies + Documentation + Survey become the documentation &
evaluation committee
- - Café + Venue + Staffing + reception become the logistics committee
- - sponsors is assimilated under the budget committee
- - social is included in the program committee

We'd be glad to hear what other thinks before the yearly meeting so we
can fine tune the proposed list if needed.
