That's indeed what you should use to add a new person in the database.

After you have added this person, you can go to https://frab.fscons.org/en/fscons13/events, click on the event you want to modify and click to "Edit people" where you'll be able to add the person you just created as a speaker.

Also, I need to move "An Open Source Infrastructure for Language Technology" 10:00-10:45 after "The Logics for Terms of Services and their Usefulness for Automation" part 1 and 2, so that "An Open Source..." runs at 12:00-12:45.

Feel free to rearrange the talks within your tracks, as long as you use the same time slots.

Is there an easy way to change just the time fields? That is,

Or do I have to delete all three entries, and then enter them

You don't have to delete the entry. Go to https://frab.fscons.org/en/fscons13/events, click on the event you want to change, then "Edit event" and change the Start time under "Time and place".
