Thanks for your answer. I thing that there has been a misunderstanding
though: my suggestion was that the described process is made available
and is documented, not made mandatory in any way.

More specifically, the board is still free to make its own agenda, in
particular if someone brings something up but does not show up, the board
is free to discuss it anyway, but can choose not to do so if for instance
it needs clarification.

And there is no reason why the board cannot be contacted by any mean
available. Then there is two possibilities.
1) the raised issue is sensitive. Since as far as I understood the board
meetings and their minutes are public, it should probably be discussed
in an other context (like the board ml. Or even the same place/time as
the board meeting, just not as part of the meeting if you see what I
mean.) In that case, the proposed process does not apply.
2) the issue is not sensitive and someone (for instance a board member)
can add it to the agenda and the same process applies. It's just more
work for you...

I believe this address i) and iii). As for ii), it's a bit un-specific
:-/ but I don't see any reason why something that will be discussed in a
public meeting couldn't (and shouldn't) be announced in a public meeting
agenda. Please correct me if I overlooked or misunderstood something :-)
