Perhaps next time we can think about having a group of adult
volunteers taking turns, e.g., two-three adults together being responsible for a group/specified number of youths, and then
the adults taking turns/shifting over time? I wouldn't mind
being part of such a team of adults and taking a turn some
hours, but I wouldn't want to be the only one responsible
for one youth during the whole conference.
Something maybe worth considering for next time.

Questions from the top of my head:

I do get it, we have a budget and a really large part of it gets covered
by the tickets we sell. IIRC the track budget (which should cover ALL
the expenses the track has) was around 6000 SEK if tickets are 600 SEK
this means you can offer the discount to at most 12 people.
* Of course attenders need to be able to take care of themselves. I say, if
parents let them go by alone they probably can handle it.
I'm afraid it's not that easy, there is legal responsabilities which
vary depending on the age of the person and the paperwork done.
* Actually filling workshops should be of higher importance than a few
hundred SEK imho. Especially if the participants can get a pass for only
that workshop.
I totally agree with that, we should follow Campus Party's policy of
giving away tickets to ensure the event gets full no matter what as if
participants didn't imply some costs by themselves. The problem is that
Campus Party gets subventions from the government hosting the event for
each attendee hence their interest in filling up the event no matter
what, saddly we don't.
* The whole idea with the track was to have young people as participants
equal to adult ones. Having serengeti stuff outside the main venue, does
not comply with this intention at all.
If you want young people to be equal to adult people treat them in such
a way. In all matters. Otherwise you get a system where all ar equal,
but some are more equal than others (George Orwell's Animal Farm). If
you have know real youth who wants to come to the conference and really
can't afford the ticket I'd recommend you state his case, if he is old
enough he may become a volunteer, if he isn't I'm sure we can work out
other solution.
